[MANDATORY] Describe the bug [MANDATORY]
Bastille doesn't list stopped jails but the help says it should.

[MANDATORY] Bastille and FreeBSD version (paste bastille -v && freebsd-version -kru output)

root@nas-test ~ [1]# bastille -v && freebsd-version -kru
0.8.20210115
13.0-RELEASE
13.0-RELEASE
13.0-RELEASE

[MANDATORY] How did you install bastille? (port/pkg/git)

pkg

[optional] Steps to reproduce?

$ bastille help | grep list
  list        List containers (running and stopped).
$ bastille create bind 12.1-RELEASE 10.0.0.1
$ bastille stop bind
$ bastille list
 JID             IP Address      Hostname                      Path

[optional] Expected behavior

$ bastille list
 JID             IP Address      Hostname             State         Path
 bind            10.0.0.1        bind                 Stopped       /usr/local/bastille/jails/bind/root
 nginx           10.0.0.2        nginx                Running       /usr/local/bastille/jails/nginx/root
