R9M TX lacked support for airport. I added the support by hijacking the TxBackpack for TxUSB used by airport. This PR also includes "mode" selection using dip switch 1 on the module: TX module will operate in normal mode when dip1 in "ON" position and airport mode is enabled when dip switch is in off or down position.

Support for STM32 is something that we plan to drop altogether sometime in the near-to-medium future.
Adding code / features that only apply to STM32, and more specifically, only to the R9M module isn't something I personally support.

This would also require a custom page on the docs site in order to be useful, as other users would need to know how to wire this up, and how to set the DIPs etc. on the R9M.

It great that this branch exists for anyone that wants to use their R9M for Airport, and I'd gladly pin the branch in the Airport discord channel for others to find, but I don't think this should go into mainline.
