Redirect loop at PerformerRegistration when registration is partially completed prior to deadline

Steps to reproduce

Create performer role and create a performer account.

Complete the 'Information' and 'Schedule' portions of the performer registration, but leave 'Program' incomplete.

Wait for performer registration deadline to pass (or change deadline from mission control)

Log in again as performer and attempt to access performer dashboard. Page will error out from a redirect loop.

Expected behavior

Performer should reach a page indicating that the registration deadline has passed.

Actual behavior

Performer encounters a redirect loop and gets a generic error message.
