Phase 2: Create Programs

Create a new "SM-Programs" table and associated properties (tbd)
Create new programs in SM-Programs: [ Food-Pantry-Emergency", "Food Pantry", "Clothes Closet", "ABC Playtime", "Studio-After School", "ESL Tutoring", "Teen Leadership Program", "VITA Tax Preparation Services", "Studio Summer Camp", "Teen Leadership Camp".
Create an Admin interface for adding and editing Programs
Create the ability to require form fields for each Program.
