[infra] Find a proper way to precheck release before actual releases #2159

Request Statement

We ran into a release issue since we introduced dio_test as a test package without publishing it to pub.dev. This requires path dependency, but the release action wasn't configured with Melos so the job failed. https://github.com/cfug/dio/actions/runs/8414087495/job/23037239235#logs

We should figure out how can we dry-run the release before an exception.
