the plans DSL is the right way to go but its awkward since the YAML based ones are being used and those require a LOT more code to work.

I think I'm done with the YAML based ones, cute but ultimately the plan DSL is better.

So we should kill entirely the YAML based playbooks and refactor all of the playbook stuff to be much simpler around what plans needs
