What would you have elvis do here? Perform a remote call to wherever each dep. sits and check that the commit is not the latest?

I can imagine:

  1. if your dep. is on master you can check for a "latest commit" compliance,
  2. if your dep. is on a given commit which branch should we follow?
  3. if your dep. is on a tag which branch should we follow? (or should we simply state that the dep. is not using the latest tag available?)

Just need a bit more description...

This is no longer an issue, now that rebar3 generates rebar.lock.
