Team View page for BackStage Plugin #8

We need a spot to put the Team View page for the plugin within backstage.

This plugin should have a drop down with Teams listed in it for single selection that is supplied by our API.

When a team is selected a multi-select repo list should show up.

We also need a start/stop date time selection.

When the selections are updated, the chart components should update to show the information for the selection.
