Feature Request: Add Department of State’s Terrorist Exclusion List (TEL) to Watchman

Watchman Version: v0.23.1

What did you expect to see?

Our organization uses Watchman currently for its check against the Specially Designated Nationals And Blocked Persons List (SDN) (which is fantastic, by the way). A client asked if we also checked against the Department of State’s Terrorist Exclusion List (TEL), and we did not see that provided by Watchman.
