Unlisted python requirement

To install the required dependencies in the requirements.txt, Python 3.6, 3.7, or 3.8 are required. This is specifically for the requirement torch~=1.6.0+cpu. Any later versions are not supported and will throw a confusing error.

It is therefor necessary to specify and create an environment with either of the listed python version if attempting to build with the required packages.
