I was checking into this and I have noticed there are no entries in the proftpd tables: ftpquotalimits or ftpquotatallies tables for in/out/xfer.
...since there are no quotas set in ftpquotalimiits anything can be uploaded. If you set a limit in bytes_in_available transfers stop (or get blocked) when the max number of bytes has been sent.
Also, due to the fact it is set in bytes, 9999999999 is the most bytes allowed in the DB table which is very limited.
