Frontend build only

Contains the frontend files (build with asch-frontend-2) in the public/dist/ folder. Should close issue #230

Notice that the frontend only works when AschPlatform/asch-core#18 is fixed and / or AschPlatform/asch-core#20 has been applied otherwise one can not login.

This code connects to http://39.106.182.193:8192 by default, as set here https://github.com/AschPlatform/asch-frontend-2/blob/master/src/utils/constants.js#L72.
you can fix it by editing app.bc5fca55486e132342bf.js when you want it connects to http://localhost:4096. So maybe we shouldn't add the frontend files, but describe how to add them as already suggested by @a1300 on https://gitter.im/asch-development/Lobby.

One should chose to build toe frontend for the local, test or mainnet. Also notice that the localnet has no peers.
