Number Switch Game using C

How it is played:

A 4*4 matrix of 15 digits and one blank space is given to the player. The player must arrange the given 15 digits by moving the elements to the blank space . This rearranging of numbers should be done within a limited number of moves, if user finishes within the set of moves then he/she wins the game.
